Is the new server IIS? If so does it have URLScan or the IISLockdown utility installed?
I installed URLScan and every page in my site gave a 400 error. Default install without changing any settings did this. You'll have to go through an tweak the parameters ... I think it's the IISLockdown utility that prevents file uploads over a certain size. Also, I think there's a setting in IIS that can limit upload size as well, but I can't remember off the top where that is.
