just to clarify i wasnt putting open source down, i didnt make it clear but I
have used various open source uml modelling tools and personally not found them
to suit our requirements so wanted to go down the costed route to see if we
have any joy that way

You might want to consider MyEclipse (http://www.myeclipseide.com/) while not
just a
Visual Paradigm is the only one I've used where I feel like I'm drawing
rather than filling out forms. It has about a million features I don't use,
but I just stick to basic drawings.

You can pay for OS software, and get free proprietary software.

Project size is a relative thing so it is hard to judge what it is you
really want.
Personally I've used Star UML with limited success and would not recommend
it for anything more than 10 classes a few packages and couple sequence
diagrams . Right now quite a few I work with prefer NetBeans over
