The only problem is that we don't know the carrier of phone numbers that
we'll be sending out.

You need to consider if the carrier supports the SMS messages being sent
out. I know that Google had issues with users requesting access to
Gmail
because not all cell phone carriers could receive the promotion code
through
the SMS that was being broadcasted

I am working on building an application that requires sending out SMS
messages. The system will not receive any message instead it will only
be used for outbound SMS messages. I did play with the include SMS
gateway and it works for receiving and sending using the client
simulator. I am using
