We have an issue which for the life of us we can't figure out why it's
happening.

when a user is using IE and has javascript turned on the user is unable to
scroll and view long text in a text field. Ie if you have a text field set
to a size of 20 and the actual text entered is 50 chars long and you try to
scroll to the left (using your cursor or mouse) the text does not scroll.
BUT if you hit the space bar, or foucs out etc the text will jump to where
you where last at.

Any ideas on what actions in JavaScript or CSS settings could prevent a user
from scroll to the left or right in a text field?????
