As it turns out, the problem is the Galeon browser.
The file inserted and retrieved fine with Konqueror
But it might be worth looking into why Galeon is disliking the file.

The logic for FEC/splitfiles is already in Fred, because FProxy uses it.
So how about fixing up FCP so that it can handle the FEC/splitfiles just
