Randy, The restoration guide says " The upper portion should be painted in 0 degree gloss and the lower portion in 30 degree gloss."  The paint color codes they list are in Dupont, 30 degree is 99L and 0 degree is 4428L. In Ditzler it's 9000 for 30 and 9317 for 0.  Your auto paint store shou

John, Powder coat process requires heat. That is not an option on a dash unless you plan on removing it from the car. Strip it to bare metal, apply a good self etching primer and paint with a good quality paint such as a urethane. Unless you want a high gloss you will have to flatten the pain

It depends on what you mean by chemical stripping. If you mean dipping the body, I would recommend against it. With dipping you need to have the shell absolutely bare. This will take all protective coating from areas you will never be able to coat w/o E-coating that will start to rust immediately.
