That is a distribution block, not a
proprtioning valve. All cars drum and disc, power and non power assist
have that. The proportioning valve is up by the master cylinder and is
only on disc brake cars

That is a proportioning valve. Should you loose the brakes by way of a
busted line you would have the other set to stop with, front or rear.
Standard on all dual reservoir master cylinders.
