Portia, my dogs do that too. It appears that with one of them, she drinks too
fast without breathing and then starts coughing. The other coughs too but just
not as often as the other. She is always fine after a few seconds but she has
been doing this since she was a puppy and she is now almost 1

Brutus,15, does it often but his might be from his missing front teeth which
results in the upper palate receding so water goes in their nasal passage.
Check your dog's front upper teeth, if they are missing or she has loose teeth
or lots of tarter a receding palate might be to blame. Not much
