i just tested with 3.0.196.2 (Official Build 22142) and it appears to have
been fixed.

If your UserScript file includes @run-at document-start in its header,
such problem may occur on newly created tab

i didn't test with 3.0.193.0, but it is still reproducible with 3.0.193.1
