Not sure if it's the same issue, but I have Chrome consuming 8% during
download of
pretty much anything in Chrome, as soon as the download stops it drops down
to 0%.

If you try to download any file bigger than 2GB Google Chrome gives error.
All the files below 2G works fine in Chrome, tested on couple of links
