If it is working as experienced on a newer build, wouldn't that be
a 'Fixed' or 'Not Reproducible' resolution?

Yes I didn't think of that, if your using a flash application, the ctrl+tab
will be
interpreted by the flash program, not the browser,

Make sure that your keyboard focus is not on any Flash or other plugin that
maybe
eating your Ctrl-Tab/C

Cannot reproduce in current weekly build, browser performs as expected.
