disappear when a recently closed tab is reopened

What steps will reproduce the problem?
1. Open a window (lets call it window 1)
2. Open several tabs in window 1
3. close window 1
4. Open a new window (lets call it window 2)
5. reopen window 1 from the recently closed section
6. Notice that Window 2 is still open and has no value
7. Notice that it is annoying to close window 2 since window 1 appears in  
front of it.

What is the expected result?

Since window 2 has nothing on it, then it shoul disappear when window 1 is  
reopened.

What happens instead?

Window 2 stay open with nothing but the New Tab page on it.

Please provide any additional information below. Attach a screenshot if
possible.

This is quite annoying. Window 2 should only stay open if there's anything  
on it. If the New
Tab page is the only thing on it, then why keep it?

It is also annoying to close it since, as I said, it is right behind window  
1, so I have to
move window 1, or close it from the task-bar or carefully move the mouse to  
the top right and
click the X button of window 2.

All of those actions are annoying and time consuming.
