I merged the fix to the release branch in r5456.
It will get released in 154.20 or later.

Layout test for this...working on fix now.
Note that the bug only happens for empty textareas.

This is OK in Safari 3.
I was able to "reactivate" a broken textarea by resizing it via the lower
right
textarea resize widget.
