What steps will reproduce the problem?
1. Open the attached html file.
2. Click 'Reduce', scrollbars will appear.
3. Click 'Restore', scrollbars won't disappear.

What is the expected result?
Scrollbars should disappear.

What happens instead?
Scrollbars stay visible.

Please provide any additional information below. Attach a screenshot if
possible.
Scrollbars stay visible if the only thing preventing the content from
fitting into the div is the scrollbar itself. The div's size is big enought
for the content. When the div's size is reduced, scrollbars will appear.
When the div's size is restored, scrollbars won't disappear.
