New issue 30861 by becatlibra: Links from other apps spawn new Chromium  
window rather than a tab in the open window

What steps will reproduce the problem?
1. Click on a link in an external application

What is the expected result?

It will spawn a new tab in the already open window

What happens instead?

It opens a new window.

Please provide any additional information below. Attach a screenshot if
possible.

There seems to be no command line flag or anything which forces it to
look for an existing chromium process.  If I do launch a program from a
link in an application and leave the new window open, then a click in
another application does shoot it to that new window (without opening a
new window).

However this is only temporary and eventually ceases to function.

If launched from the command line it DOES say, "Created new window in
existing browser session." but this is not the case.
