What steps will reproduce the problem?
1. Start a download
2. Induce a network connectivity failure to interrupt the download. Pr
repeat enough times till a network connectivity failure naturally occurs.
Or cancel the download.
What is the expected result?
The download should be resumable, and if not resumable, at least
restartable. At least in the same session.
What happens instead?
The download is neither resumable nore restartable.
