New issue 32039 by jraezr: app mode uses low-res icons Windows 7 taskbar

What steps will reproduce the problem?
1. Go to a URL with an icon for different resolutions (like Reader or
Gmail)
2. Create an application shortcut

What is the expected result?
The taskbar should use the appropriate resolution icon.

What happens instead?
The desktop icon uses the appropriate icon (or highest available) but when
the app opens the taskbar entry shows the lowest resolution
