Oh, I found the problem. I am using a program named KatMouse. it helps you
about
scrolling the unfocused windows with the wheel if your mouse pointer over
it.

A4tech mouse drivers have the same function by default without using
KatMouse
program. But there is no dropdown scroll problem in chrome with A4Tech
drivers.
