Yes, despite the early comments on it, I'm thinking of this bug as being
about the not-
swapped-out case, since we have a separate bug on file regarding the memory
usage ->
swapping -> jank pattern.
So both plugins and onbeforeunload handling would be candidates for fixing
on this bug.
