This doesn't happen with a clean profile. I will brute force this down to
what in my
profile is making this happen.

Fyi, clearing the browser cache (via the clear browsing data feature)
didn't fix this (but
did reveal another bug -- #31281)

This is possibly related to #24683 now that I noticed that the hang doesn't
occur in
incognito mode.

Here is the sample of the process when this link is hanging for me. I
noticed that when I
open a new incognito tab and then visit the page, the hang doesn't occur.
Could this be
related
