I know we've avoided this in the past because we wanted everyone to run
tests before committing.  But realistically, I think we all use the try bots
to run tests and only run them locally for triaging a failure.  Thus it
probably does make sense to not include hundreds if not thousands of megs of
test files and such for the default checkout.  Do others agree?

If so, then we may need to move some of the bulky test data into DEPS so
that they can be turned off in gclient.  An example is
webkit/data/layout_tests which has platform specific test expectations.

I think this would make a lot of people on slow internet connections happy.
