Top CIA clandestine official to retire

A top official of the U.S. Central Intelligence Agency's clandestine service
reportedly wants to retire but the reasons for his decision seem unclear.
      The Washington Post, quoting intelligence officials, reports Robert
Richer, the second-ranking official in the clandestine service, has told
colleagues he lacks confidence in the leadership of the agency, led by
Director Porter J. Goss.
      But other government officials say Richer's retirement involves
disputes over "operational issues" and a clash of personalities between
Richer, a former Marine, and Goss and his top aides, the Post said.
      Richer, who was one of Goss's key personnel choices, made his
announcement last Friday at a meeting of the Directorate of Operations
leaders, the newspaper reported.
