Was the patch committed to the main cinelerra-cv git repo? I don't see it here:

Is it possible to have the patch so that I can applied it to the cinelerra ppa
for Ubuntu?

I just had to add a set of fonts tonight.
Used the ttmkfdir utility, but had to find it on the web first!
That is the easiest and hopefully safest way to add fonts.
