I am simulating a Frame Relay network using the Adtran Atlas 550 emulator. I configure the emulator to provide a bandwidth of 1.544M bps, but I notice that the bandwidth utilization is only about 78% on the average after full burst at the beginning. I thought Frame Relay have very few overheads
