Frame Relay bandwidth utilization [7:38423]

I am simulating a Frame Relay network using the Adtran Atlas 550 emulator. I configure the emulator to provide a bandwidth of 1.544M bps, but I notice that the bandwidth utilization is only about 78% on the average after full burst at the beginning. I thought Frame Relay have very few overheads

Does anyone know any websites that have good simple introduction/explaination on Frame Relay network ? Pls direct me. What does it mean by Frame Relay is a layer 2 protocol (Data link layer) and Frame Relay works on the layer 2 of the OSI model ? Appreciate for any enlightenment. Message
