Yes.  The license's right are not transferable.  You must buy the IOS
software to be legal.

Also, before you get a used router on a smarnet program, officially 
Cisco will ask that this router is at the latest IOS software image and 
they will verify if the router is in good shape before allowing the 
contract.  They will charge you the technician to verify your router.

You need to buy 10 IOS licenses...one for every router.  But when you 
buy Cisco routers, several times it comes with IOS in the base price. 
But that only gives you the right to use this specific version.  You are 
not allowed to upgrade to a more recent version.  You need at least a
Smarnet contract to upgrade the software.  The only thing you have is 
free maintenance/bug correction for 90 days.

I would check through the document received with your router...I bet it
is written somewhere there...
