If you are running BGP on 3640 you are bound to have
problems. Not that it wont work, but it wont be
consistent. Are you running the complete BGP table?
Are there any other stuff like NAT or debug running?.
What is the memory you have on the router. 

Recommended router for BGP if you are running full BGP
table is 7206 VXR.
