Quick answer:
if your layer 3 address is wrong on a neighboring router and CDP is enabled
then you will not be able to telnet to the device (if using the wrong
address), but you can use CDP to get the information.  This will help in
troubleshooting.  Especially if it is at a remote location.

sh cdp neigh detail
will provide you with the information without telneting in.

There are a lot of other uses....
