That looks right except change the permit to deny:
access-list 90 DENY 172.16.0.0 0.240.255.255
Don't forget that the ACL works from the top down, so
this may need to be one of the first statements for
you.

Ross,
The baud rate for the console port has probably been
changed. I would try to break into the IOS and change
the configuration registery back to o/r 0x2102 and see
what happens.

Those prices suck.
I looked at the prices for my 2500 series.
The 16 meg DRAM was the same, but they want $76 for 8
meg of flash, I picked mine up for $33..
I suggest www.pricewatch.com and compare prices first.
