Get rid of the flowcontrol hardware and databits 7, make sure your speed is set to 9600. If it still doesn't work then make sure your modem is initializing with the right settings. The cisco website should have the right settings, you just may have to modify the comands for the initialization string depending on what kind of modem you have.
