Not sure if this addresses the second part of your question or not but... This creates a dhcp pool on the router, and will hand out your 192.168.1.x addresses..
ip dhcp pool localpool network 192.168.1.0 255.255.255.0 default-router 192.168.1.1 netbios-name-server x.x.x.x dns-server x.x.x.x netbios-node-type p-node domain-name blah.com lease 7 Hope this is helpful.
