your new flash is of course is empty - you don't have an IOS.

Put the old one back in and once it's back up config it to boot from a tftp
server.

Test that it does boot from the tftp server.

Put the new flash back in and it will still boot from the tftp server.

Now copy an IOS from the tftp server into flash.

Remove the config to boot from tftp.

The router should now boot from the new flash.

or, get to know your ROM monitor!

I had problems with tftpdnld so I changed TFTP_CHECKSUM to 0

Please notice that all the variables you have to set have to entered as
upper case.
