If this is production equipment, why would you want to run 12.2 while it
still in the bug stage ???

I have upgraded to 12.0 (7)XK1 from 12.0 (7)R, it is the same problem.

If you have 12.0T software, or 12.1 then you should either upgrade the 12.1
to 12.1t or downgrade you 12.0t to 12.0.5t.
I remember some nasty issues with helper addressing and these software
versions.

What configuration is to be done if the router (2600) ARP request is unable
to determine the mac-address of the DHCP servers, whose IP address are
already present as IP helper-address? On the show ARP command the hardware
address states in-complete.
