the SHUT command on your primary interface will not bring the backup interface up. so what you are seeing is definitely normal. if your backup interface DID come up from a shut command on your primary interface, then I'd say you have a broken router! try using a floating static route instead...

Since this is frame relay, an easy way to test it is to change your LMI type on the interface to a type not being used and within 10/15 seconds the interface will go down and the backup interface should go active. Also, Backup does not work on multipoint sub-interfaces with the loss of a PVC. J
