The 2924XL holds the configuration in two places. Unfortunately that means
that you have to do two things:

1) In privileged mode, use the command "erase startup-config" to blow away
the saved configuration file in NVRAM.

2) Go into the VLAN database from priviliged mode with the command "vlan
database" and manually erase each VLAN you have added. The VLAN database is
also stored in NVRAM, but is not the same as the startup-config. So you have
no choice other than to remove each one in turn.

(I have to do this all the time for the courses I teach!)
