Is Interpacket advertising the most specific route to you? Or are all of the Service Providers only advertising out their summarized address ranges that they own? If Interpacket is advertising the route to your x.x.x.x 255.255.255.240 and all of the other service providers are only advertising out their x.x.x.x 255.255.0.0 ranges to the internet that would explain your problem. All of the Service Providers need to be advertising similar subnets of yours.
