That's a zero subnet, there are no 1 bits in the subnet. Subnet bits are
0.255.255.0, and they are all zero's...

What version of IOS are you using?
As others have said - you may need 'ip classless' in your config.
The ip subnet-zero problems occur when the network address and subnet
address both end in 0 (zero)have a look at -
