One thing to watch for is Bc and Be are set in bytes, not bits per sec. Basically they are bucket sizes.
Check out this link about correct Bc and Be values http://www.cisco.com/warp/public/105/carburstvalues.html#2 and if gts isn't giving you the desired effect give class based policing a go.
