Ash, The serial interface is up/downing because, as you noted, there is no DCE clocking configured. The URL you are looking at shows the routers connected to a frame relay "cloud". That represents the presence of at least one frame relay switch. In real life it would be a network of many switches.
To do frame relay labs you will have to configure another router to act as a frame relay switch. Cisco built into their routers the ability to do frame relay switching specifically for labs. I use a 2520 (four serial ports) which makes an excellent lab frame relay switch. For some good starter frame relay labs I highly recommend the "All in one CCIE Lab guide" 2nd edition by Hutnik.
