Robert, You are correct. Think of it this way, there first has to be a table to populate before OSPF can populate it, so when the startup configuration is read, the router takes the ip address statements from the interfaces, along with any static routes, and creates the initial routing tabl

Generating candidate routes for a routing table is an OSPF function in this context, not a router function. For that reason you need to think only about when in the OSPF state machine are DR/BDR roles detected/elected. In general, this occurs on a per segment basis when an ospf speaking route
