It means prioritize SNA before e-mail, i.e. SNA is higher priority than
e-mail. SNA on a LAN is encapsulated in something, such as TCP/IP and
Ethernet, (thought that is not at all relevant.)

I think he meant to prioritize the encapsulated SNA traffic, so it is first
in the output queues. NOT to encapsulate it in email. Prioritize it over the
email traffic.
