Yes. By default EIGRP does use split-horizon. There is an option in
EIGRP configuration to disable split-horizon.

Split-horizon is enabled by default on an interface for EIGRP.
You can disable it on an interface by using the following commands:
int type number
no ip split-horizon eigrp as-number

Split horizon is enabled by default on an interface for EIGRP
