Excuse me everyone but passwords are the same. While I was pasting here I
just changed the passwords of the config but they were the same before as
cisco. And I am trying now, both pass

When using CHAP you need a common password between the two. So on newyork,
you need username albany password 0 cisco. On albany, you need username
newyork password 0 cisco. This way the MD5 hash matches.
