The Host Requirements RFC (RFC 1122) states that a TCP implementation should implement delayed ACKs, so I bet Cisco does. However, you do realize that it's not very relevant, don't you? How often is the Cisco router the end-point in a TCP conversation? Only when you Telnet or HTTP to it. When
