If I'm not mistaken, this would be a ip tacacs source-interface fast3/0. My only $0.02 would be, wouldn't a loopback interface be more appropriate since A) It doesn't go down and B) would be a lot easier for either ACL'ing or firewalling since you'd have a separate subnet allocated for lo0's?
