I'm sorry I did't make you can understand my point.
I just found a command "IPX helper-address" and understood that it can send
the dhcp information under only IPX routing configuration.

Of course not. AFAIK, you can't configure an IP Helper without having IP
addresses/routing configured. How else is the Helper going to relay the
DHCP request if IP isn't configured.
Basically, you will need IP routing enabled on all of the routers so that
the router, say R1, knows routes to R2/
