I understand that as, more tries then more pass mark, which is because
if you take the exam more than once, you can face the questions you had
solved before again.

Also I heard that Cisco adjusts difficulties of the exams whenever
they update the questions...

Does anyone know what Cisco has in mind?  Is the goal something like only
