Make sure that you have an enable secret defined. It SHOULD work with
the enable password, but you never know.
You might see something useful in the following debugs:
debug aaa authen
debug aaa author
debug tacacs
debug aaa subsys !! not supported by all releases
debug tacacs authentic
Try to change:
line con0
line authentication no_tacacs
To:
line con0
login authentication no_tacacs
