Try to disable your access lists (110 and 120) on s1 and see if that helps.
Ping needs icmp access both ways.

I think Frame relay Inverse-Arp by default does not have the entry for your
local IP - local DLCI map. So to be able to ping yourself put frame-relay
map ip 202.161.128.130 189 statement under interface s1 config mode.
