Although the CAT 1900 can do port channeling (fast ether channel), that was not the specific design intent of the two fast ethernet ports (Fa 0/26 and Fa 0/27). The intent of the two uplink ports was to ensure a fault tolerant strategy by using dual redundant uplinks to dual redundant distribution switches. These ports would normally be placed in a trunk mode. One would be blocked by spanning tree and the other would be forwarding. If your uplinks are maxing out in terms of bandwidth, you may want to take a peek at either the modular 2900XL series, or the 3500XL series switches.
