Hi Amit,
Yes, you need to have a minimum IOS version 11.3 or higher at both the sides
with IPSEC feature in it.
Some times i have found problems in having a differant IOS version at both
ends, and this is what cisco also recommends.

First the requirement to do VoIP is to have 150ms delay end-to-end. Delay
upto 300ms is allowed as long as both sides realize that there is going to
be some delay.
Out of the 150ms, 50-75ms is taken up for router processing. So you have
another 75ms to 100ms for sending data from one
